Attachment link doesnt work

I have a catalog item with an approval flow. However, when the approver navigates to the Service Portal to approve the RITM and attempts to view the attachment uploaded by the user, clicking on it redirects them to the home page without allowing the attachment to be downloaded or displayed to the approver.

 

 

How can this be fixed?
