Best way to study for application developer exam with no SN experience?

Work partnership lead to the task of me passing the dev exam for SN. I've done all the servicenow training modules on the site and spend time on the wiki and the free dev environment (which is limited in some aspects for web services and publishing apps) yet i've failed to pass the exam twice. I've jot down topics i've missed after each exam, but would love to know if there is anything else I can do besides keep on brute forcing until I eventually pass? Some of these questions are pretty in depth and seem to require Hands On experience which im not sure I can get at this point. This seems like a fairly recent test, so i'm not seeing any study flashcards online. Don't think the company will expense the classes.

To be honest, the best way to study for this exam is to acquire experience developing applications on the platform.
The best way to pass a driving exam is to practice driving a car. The same goes for this exam.
The whitepaper for the exam recommends the following

Successful candidates for this certification should have industry experience with ServiceNow system administration, application design, source code management, JavaScript and the ServiceNow APIs, web services, and UI design.
I know people who have worked with the tool for over 2 years who were unsuccessful. Simply put this exam is designed for experienced developers and is of no value to someone with no industry experience. You need to feed this information back to your leadership team.

You're best bet is to follow Paul's advice and get the first had experience. It's possible you can get involved in the developer's program and get a demo instance to work with. If this is not an option, find a friend or colleague who is doing SNC work and shadow them. Use Webex or some other sharing tool and watch them work. Go out to w3schools.com and get familiar with javascript structure and terms. You really can't "fake it til you make it" with the developer's certification but you can prepare yourself for a faster circuit in the meantime by shadowing.
