CAB Meeting field "Change Requests starting on or before"

Hi, 

 The field 'Change Requests starting on or before' put automatic the day after 14 days  but I need 10 days how can  change this default ?

Interesting task. I checked the properties/ UI policy / Client script but did not find any where to make change for this.
