Calculation from the Budget Bucket table not updating when year changes

I am facing the issue for PPM Module, when year changes it should automatically update the field like 

Total Projects Cost Current Year , Total Projects Cost Previous Year and same for the monthly actuals. Is the value updation OOB feature or is there any script written behind this? can you please help me out of this issue...

- Any Business Rule

- Client Script

- Flow/ Schedule
