I can create a new theme but I want to change the default that all users get. When I set the new theme as the company theme I still don't see it as my default unless I change to that theme.

User Preferences, the preference you are looking for is
glide.css.theme.ui16
You are going to mark the System checkbox as true, and the value will be the sys_id of the theme, Under System UI -> Themes.
Clear your cache. Make sure the user field on the preference is empty.

Hi Amanda
Navigate through the system to
User Administration > User preferences
Look for a record similar to this
If you don't have it just create exactly the same record where the value is equal to the sys_id of your theme.
This will be enough to set your theme as default for all the users.
In case you want to roll back to the OOB just delete all the 'theme' preference records, clean the cache, log out and log in again.

All the themes are stored in the Theme table. Inactivate the ones that you do not want. Use the below URL
