I wanted to utilize UI Builder to create rich Service Portal because of the good and rich UI components available. My need for Service Portal is mainly for requestors who want to submit requests, approve requests, close tasks, view reports. Is it good practice to use UI Builder to create service portals? I have checked UI Builder and Service Portal article where it is saying not good to use service portal for big applications. But I want to get your ideas on it and how much support we can get from ServiceNow in future on it?

At the moment no, it has not got parity with Service Portal. ServiceNow currently recommends for requester portals that you use Employee Center (Service Portal based)

You might've seen this already but this is a good write up
At this time, I would not recommend replacing Service Portal with UI builder.
