Well, I've resolved the issue. Whoever is on Washington DC - needs to upgrade all the apps here:

In my case upgrading the app "Flow Designer - Designer" to v25.1.3 helped.

Hi!
I have the same issue: can't move my actions on Flow Designer. I've tried in two of PDIs running Washington DC release. Workflow Studio and Flow Designer applications are up to date. This solution didn't work for me.
I have another PDI running Vancouver and it's working fine.
🙁

Joatan, try this:
1. Go to Application Manager
2. Search for "Flow" in "Installed apps"
3. Update all the Flow Designer related apps.
This helped me to resolve the issue.

Hi, Sergey!
Yeah, you are right. I thought my Flow Designer was up-to-date, but still had something to do it. I just installed this last update and now it's working.
Thank you!!
