Can we create acl for ui action?

I am Having  an UI action Named Create contact(customer_contact)

I need to write/create ACL for this create contact button for agent user how to do this?

You don't need to create an ACL, per se. Use the required role tab to limit who can use the UI action. Or if you need to us more complex logic, use the condition field
