According to the description here:

"Automatically entitled on customer sub-prod instances without purchase or license"
So I don't know why it cannot be installed on the Developer Instances. I have tried installing it through the Developer Portal too, using the Integration Hub installer however that does not seem to work at all as well.

This is not the correct answer. I did mention in the original post "I have tried installing it through the Developer Portal too, using the Integration Hub installer however that does not seem to work at all as well." However that seemed to get ignored in the replies below. I was not asking for a 'standard' reply but looking for a solution to my problem or at least another example where someone had experienced something similar. I will reach out to ServiceNow as the installer did not install everything that is written on the developer portal plugin installation.

Not all plugins are available for PDI's. Your PDI is not a sub-prod instance. You could reach out to SN to provide you with the plugin, but not sure if they are goin to grant it to you.

It is available for customer sub-prod instances, so unfortunately not on dev instances. I hope these store applications will become more available on dev instances in the future, since a lot of products are moving to the store.
