cannot link changes to changes

hi All,
i trust this msg finds you well.
situation
within the change requested form there is a related list change request. we use this related list, for example, when creating a change for prod environment this related list is used to link it to the implementation change request for UAT environment (which should be closed). When linking both records the change ticket in the related list ends up having the number of the prod change in the parent field.
Issue
i cannot link a closed change record in the related list any more. I can only link a change in new state.
would you know why?

which OOTB related list are you referring?
share screenshots.
Did you check if user has write access to Parent field on closed CHG?

is there any default filter in that related list?
even admins can't see Closed CHG when they click Edit?

any default filter could have been seen in the 'related list' image attached.
