Cannot remove 'New' UI Action in Project Workspace

I've been unsuccessful in hiding this 'New' button on the home page of the Project Workspace. I've tried several steps I've read in community posts and tried to add an exclusion for the project table in the"Action Exclusions related list" to no avail. I'm admittedly pretty green with workspace configurations. Has anyone else faced this issue?

Ok. Here is where I see the New Project button, but if you look at the screenshot in my original post, you'll see there is another below.

whats inside the Data Driven tabs. Can you check that.
