Cannot remove 'New' UI Action in Project Workspace

I've been unsuccessful in hiding this 'New' button on the home page of the Project Workspace. I've tried several steps I've read in community posts and tried to add an exclusion for the project table in the"Action Exclusions related list" to no avail. I'm admittedly pretty green with workspace configurations. Has anyone else faced this issue?

Check the table: sys_ux_action_config
Type sys_ux_action_config.list in your navigator and then search for "Project Workspace action config" and follow the rest of the instructions

Navigate to Declarative Actions -> Action Assignments and Find the Action "New" on table pm_project and set inactive.
