Catalog Builder allow users to make Questions Global so they pass to tasks from RITM

Hi,

I'm new at working with Catalog Builder.  When we create Requests/RITM/Tasks, I found that if I set a question variable to 'global' it will pass through the the tasks.  Is there a way that we can allow the users who are using the template to set this?
