Catalog variable approval rec with multiple users but need only one approval to move to next stag

Hey Guys,

So I have a catalog item, when city "Boston" is selected, I need to send approval notification to four users, requiring only one approval to push the request to the next stage. I'm using catalog variables and this is the only instance where I have more than one approver. However, right now the notification goes out to four users but looks like all four has to approve! 

I can see that if I create a group instead I can bypass this issue but I need to find out if I can use catalog variables what I require. Thoughts?

If you are using workflow, you can use approval-user   workflow activity and set anyone to approve

Open the workflow "Approval User" object and set the "Wait for" condition as below.
