Categories in the knowledge base, by default, can be created and edited by which knowledge workers?

Only Administrators, Knowledge managers and contributors can create/update knowledge categories.
Roles - knowledge_admin, knowledge_manager, CanContribute access to the knowledge base

Knowledge Contributors and Knowledge Managers can create categories.
