Change freeze schedule CAB

I want to freeze the dates of US Holidays (Thanks giving day, Christmas) for the CAB workbench. How to create these schedule in ServiceNow. Any help would be appreciated.

I tried in my PDI , created a BW 

Then created a change

and I can see in conflict.

This is what OOTB available.
