Change model 'Standard' prevented state transition from New to Draft

Change model is not working for Preapproved standard change while creating new record, instead of insertion it throws an error "Change model 'Standard' prevented state transition from New to Draft", though i have made the starnsition

I think we resolved this issue last week, where need to update the script include.

it is something else, not related to that issue.It did not allow to create a change request when type is standard.it's on different environment.Same configuration ,same process, but here you cannot create a standard change
