Can we move CI's relationships from one instance to other?

you have to export/import the data from CI Relationships table.

Yes, we can move if CI has same sys_id in both instance, but my suggestation not import PROD ( if there are some other custome logic implemented over relationship insert/update ) from Dev. PROD to lower instance, you can export/import.
