for one of the user need to Provide edit access to who will be performing re-configuration and customization of CMDB Health Dashboard which is currently available in ServiceNow PROD instance.

so which role should i give .

Try adding dashboard_admin role to the user which will enable user edit and manage dashboard owners, users, groups, and roles for any dashboard.
