Control visibility on individual attachments

I'm looking for a way to hide individual attachment on a record using user roles. In a way similar to ACL control field visibility on a form is the functionality I'm looking for. aw

Some attachments should be visible to all user while other are only visible to roled users.

Is there a way OOTB I can achieve this without resorting to DOM manipulation?

This can be achieved by either using ACL or a Business rule
