I'd suggest adding the attribute 'readable' as that'll make read-only condition fields easier to understand.
For your primary issue, are you referring to this field only showing a sysid ?

I need a solution where read-only users (like ITIL users) can view the group name instead of the sys_id in the sysrule_assignment.LIST records?
