Create Reports so that "User Reference Fields" only return active values

I have a domain separated environment.  Which presents an issue where some user records are "Duplicated".

Particularly for IT Personnel.

Is there a way to restrict "user reference fields" in the OOB Reporting?

I'd like to be able to have Opened By or Assigned to  type fields only show active users.

Is the only way to get this by drilling down the "Reference" by selecting "Show Related", then Name starts with User?

Add a Reference qualifier condition: "Active", "is", "true. But then you'll be modifying OOB Dictionary records that may cause "Upgrades" to skip any updates to those records.
