The hamburger icon is not a ServiceNow-specific term. If you hover over the icon, you'll see a tooltip labeled 'Additional actions'. Generally, this icon is referred to as a 'context menu'. Depending on its location, it may be called a form context menu, column context menu, or list context menu.
