Dashboard development changes were captured as Global and not scoped

I developed a dashboard and reports for a certain scoped application and tried to move it using unloading dashboards on an update set. However, when I retrieved and previewed the update set on another instance, a whole bunch of errors came up stating: 
Cannot commit Update Set 'XXX phase 2 Dashboard Transfer' because: Update scope id 'global' is different than update set scope id '98292ee51b033950b3e8c958624bcb83'. Resolve the problem before committing.

I checked the update set and I noticed there were a lot of Portals that were part of it that was created in the global scope as shown below: (I have attached the image as well)

I don't remember changing the scope to global for anything related to this Dashboard and report development. Could someone please let me know what could've caused this issue and why they were all captured as global?
It is only global for type=Portal. Also, could someone tell me the best way around this?
