H @Abhishek Padol1 First click on Edit Widget (+) Icon on Dashboard and now hover your mouse on reports tile, you will be able to find Edit Content icon. and Edit Content is available to owner of dashboard.

1. Try making the user the owner of the dashboard by navigating to Performance Analytics->Dashboard Administration.
Or Give him "pa_admin role", since this is performance analytics.
2. There's no role or configuration available in the system that gives that icon to anyone but the 'admin' role. I just tried every role in the system, granted full rights to the homepage, and granted write permissions to gauges, pages, and widgets just to confirm. For now, your users will need to go to the report itself to make their edits.

Hi @Abhishek Padol1 ,
If users has access to Dashboard, Could you please check whether the user has roles related to report such as report_user, report_group, report_admin because to edit a report first thing is role and then secondly please check whether thr report is shared with users or group is so u need to manually add the user in that group then he will get the access.
