Most likely this is/was targeted to a few data centers specifically. Multiple topics also were created on this on the Community, on SN Devs Slack, etc..

Personally I didn't experience anything.

If you experience such: create a ServiceNow Support Case. The ServiceNow Community can't do anything on this for you.
