Don't allow edits in list view if sctask has visible, mandatory, empty fields

Hello, we have an ACL (on the Task table) to allow users to update the state in list view because there's a large demand to be able to close multiple sctasks at once. But we need to prevent the sctask from being updated if the form has visible, mandatory fields that are empty. My hope is to achieve this in the script on the ACL. What would be the best way to do this?

The issue is that our sctasks should never have empty visible mandatory fields and we need our fulfillers to be able to catch them so we can fix the catalog item. When they're closing the tasks in list view, this issue isn't being caught. So we'd like those specific sctasks to not be closed in list view to force them to go into the task and see the fields that need to be fixed.
