Edit bottom not showing on Taxonomy for Employee Center

I am trying to change the Taxonomy that I am using but the buttom is not showing up. I have tried to reinstall the plugin for taxonomies and have put the role for taxonomy_admin  as I saw that it could be a possible issue, but still not working. My user also have all the roles for HR. How can I get the button to change it?

1. change the scope to 'Employee Center Core' first .

2. change the Taxonomy.,it will work.

Change the scope of  the application, and then you can make the edit.

2) open it in new window

or you can check in m2m_sp_portal_taxonomy_list  table
