Email from flow action not sending even though flow execution says complete

I have a send email action in a flow. In dev and test instance it works but it doesn't send the email in our live instance. Flow execution say completed and the flow continues. Any suggestions as to why it isn't being sent? All system notifications are sent so the system is sending emails

@ricker @SanjivMeher We have established that the emails were being quarantined by Microsoft 365 security policies

Do you see a record in the email logs?

@SanjivMeher yes, it's in the email logs

And it says sent, means it was sent.

Check the headers to whom it was sent and when it was sent

You would think so - it should have been sent to myself. Also tested this with other users in my company who also didn't receive it but received the system notifications
