Email Inbound Actions

I have a requirement to create incident when any mail is forwarded from Example1@gmail.com to Example2@gmail.com. I have to created a inbound action for this.
Can anyone help me to create a inbound actions for the above requirement.

Yes, we already has the inbound action with type forward and email properties is fine .
When a user sent a mail to helpdesk, and that mail is forwarded to instance email id, incident is not creating.
But for the same email user replied means incident is creating. What might be the problem?.
