Hi as per servicenow
IMPORTANT: Email services are temporarily disabled on Personal Developer Instances (PDIs). Although you will not be able to send emails from your PDI to your email application, the content in this learning module is still useful for learning about notifications in ServiceNow. View sent email messages in System Logs > Emails instead of in your email application. Open an email record and click the Preview Email Related Link.
you can check here

Outbound email from PDI is disabled temporarily, it will be restored soon..
Although you can check in your instance, if the email is processed by SN by navigating to "Outbox" in left navigation

Hi,
Make sure you are in the global application scope. You will not be able to edit anything here if you are in the other application scope.
Can you right click on that property and check if it allows you to change it?
You can also type sys_properties.list in left navigation panel and look for property 'glide.email.read.active'
Check whether any role restriction has been applied over there.
Thanks,
Puja
