Empty Knowledge feedback record getting created for external users

Hi Folks,
Whenever a customer submits a negative feedback for the KA or marks it as Not helpful a record gets created in the Knowledge feedback table , but doesnt contain any details in the record. I noticed same behavior intermittently in my PDI as well for external users.
Is there any property that controls this ?
