enabling and disabling the primary email for specific user

I have a requirement like, user must classify the notification what they need. for example for some user should not get out of box email notification. but for some user prefer to get a custom notification. how this can be handle.
i hve found something like primary email is present in the notification tab. this primary notifcation enable or disable button is related to user profile.
cmn_notif_device table is maintained for the primary email data of an user. this table is related to the user table as well.
So whenever an new user has been created with mail address, and record will be get created in cmn_notif_device table with notification as enabled. this functionality is controlled by an Business Rule Create primary email device.
Now how i can catergories in incident table like, for few user oly custom notification should be triggered. and for few user Out of box notification. how this can be done. please suggest.
