Error Creating App In 'App Engine Studio'

I just launched a new Quebec PDI and trying to create a new app using the App Engine Studio. I changed the scope to App Engine Studio and created a new update set. In App Engine Studio, Create App, fill in the name and click continue. I get this error: 'Failed to create templated object, details: This scope is already taken by another application'. Am I missing something?
