What exactly are you doing? What isn't working? You are showing a screenshot of looking for a page that doesn't exist, but you say the functionality of flagging is not working.
If you flag an article, do you end up on the portal configuration page? Because that would be really bad.

We have recently observed that that "Flag Article" button under Knowledge Portal view for any article is not functioning
