Flow Designer: Access denied to create new email

Has anyone run into this before? I tried the flow with "run as user" and "run as system". Email is working in other flows. I was wondering if I needed some privilege since this is in a scoped app?

I found the problem. The legal service delivery plugin installed these ACLs that blocked it. I turned them off and email works now.

I am also getting the same error. How can I know legal service delivery plugin acls? Please help me on that.
