Flow designer to set state or business rule?

Hi Everyone,

We just recently moved to flow designer and I need some help setting the initial state of a request submitted from a catalog item. I tried a business rule and also adding it to the flow and neither are working correctly. The flow is very basic to set the short description on the request item, so not sure if I can add request to the flow to set the request state. In addition the br was also very basic,  but not achieving results. Any suggestions?

Might be you have to check the Default value for request state field/column.

Actually i created a table. In that table, when i open new record, state and process flow should be new with Business Rule. Any suggestions
