GRC Functional Domain - Why no one allowed to create

I discovered that the out-of-the-box ServiceNow ACL does not permit the creation of a functional domain in GRC. If nobody can create it, how can it be utilized? Are there any upcoming updates addressing this issue in the near future?

I have no answer for this, but may be due to some system design. Might be helpful to connect with SN team from your account and get a clarity.

 

Like in same ., NO ONE CAN DELETE KNOWLEDGE BASE as well OOTB

Well, "nobody" is very old role and very powerful. It is in general hidden as it's something like ultraman user - admin +super_admin + snc_admin partially. So I am wondering if it's left on purpose - for SNC to handle this or it's just a leftover from back then when it was available to everyone. Anyways - its quite strange though not being able creating your own FDoms
