Header Menu in Portal is only visible to Admin even all widgets are public

In my portal header menu(Like we have home, product like these) is only visible to Admin even all the widgets responsible for that are public. It is happening with all the users present in the user table.If you have an idea about it please respond to this ASAP!

Can you check whether any data processed in the header is accessible only to Admin?

Actually it is problem with one field which is restricting everything. I have found the solution.
