When I try to delete multiple records without using look up records & the delete record, I was not able to find action as delete multiple records, but that action step is present in flow designer but in instance delete Mutiple records step is not able to find. can anyone help me with that, but update multiple records is present why delete multiple is not present but in ServiceNow doc they mentioned both?

I've checked in my PDI an it's not an action made OOTB, you need to customize your own and then you can use it. Create new action and then one step can be delete multiple records as you can see in the picture:
