Hide 'Create New' for specific Role in Problem

Hi All,

 Can anyone assist what is missing here.

Trying to hide the 'Create New' menu for ITIL users. But still ITIL can see them. Main Problem menu has only 'admin' as well as sub module CreateNew has only 'admin' role but still ITIL can see that
