How can I send Bulk Email Notifications customised for a certain target audience?

Hi,

We are trying to explore how we can send customised email notifications to a targeted audience (Say Employees only/ Location specific).

I tried using the Email Notification functionality via Content Library - but do not see a few fields like Target Audience (similar to Portal Banner > Publishing Plan - Which has a Start /End Date and Target Audience, start/ end date etc ). 

Could someone please guide me as to how do I go about doing this ? Is there a specific plug in that needs to be enabled?  We are planning to use this for reminding employees to complete certain submissions or enrolments for training etc. and reply back to a certain mailer group ID  as a part of the messaging.
