How can I send out approval to department head of a department?

I have this catalog item that i want an approval to be sent out the the department head when it's requested.  I have an approval user in the workflow along with this 

${request.requested_for.department.dept_head} as the approver.  But when I submit this request it goes to that one person to approve each time.
