How the user get the access to sys_db_object table when no role is assigned to the user for Jakarta instance of ServiceNow?

When i try to connect with jakarta instance of ServiceNow (using SOAP API) with no role assigned to the user , it get connected. But the behaviour is different for Istanbul instance(it doesnot get connected when no role is assigned to user).

Erm... should you permit access to this table over REST?   That strikes me as highly dangerous, somehow.
