How to activate the ITBM modules for my instance.

I received a new instance, but it does not seem to contain the ITBM (IT Business Management) modules for Project/Portfolio and Financial Management pieces I am interested in. Under Activate Plug-ins, there is no selected for ITBM.
How do I request the ITBM modules to be activated?

Its not called ITBM, but actually Project portfolio suite with financials, see the docs:

You can open activate this plugin Project Portfolio Suite with Financials to work on ITBM Modules.

The id of that plugin is com.snc.project_management_v3 (that you can look up in the all application browser (Project Portfolio Suite with Financials in the search lead to a wrong plugin result in Paris Patch 5))
