How to add hint when hover on copy incident ui action in Service Operation Workspace

How can I add hint message when hover 'copy incident'. I want that whenever the user is about to click on copy incident he will see a hint message that saying: "Please upgrade your chrome version before using this functionality".

I added to the hint field and i can see the message in the backend but when I go to Service Operation Workspace and I hover 'copy incident' i dont see the hint message.

If this approach is not working for UI actions, I'm afraid it's a system limitation.
