How to add more option in 'Change create request' UI action in service operation workspace.

Hi, I want to add few more options in ' Create change request' same as 'create outage'. But the problem is I am not finding 'Create change request' action in list of UI action.  

 

Can anybody please help me to find from where this UI action is getting called here. This is out of the box functionality.
