There are two related lists, A and B, linked to one of the table records. List A serves as the parent table for List B and should not display any records from List B.
To implement a fixed filter on List A that users cannot modify, you need to establish a filter that excludes records associated with List B.
I navigated to System UI >> Related Lists, then opened List A and added a filter to exclude records from List B. While this setup works, it still allows users to change the filter, even after selecting "Set as Default" on the related list filter (the funnel icon).

you can omit the filters
Configure the default filter in related list and then hide so that users cannot change it
You can navigate to configure -> list control -> check omit filter.
