How to add the Submit button to a catalog item

I have a Submit button   on catalog items Hardware Request, Permission Request, Application request form. But it is not on the Report request form from the portal view.   How do I add the Submit to this form from portal view?

I check the page, and its the same.   But I am not getting the options when i right click to check the widget

you should do Ctrl+Right click at one time

So in summary, you can see submit button when you replace sys_id in Portal URL. But you cannot see submit button when you navigate to that catalog item. Is this the thing that happening ?
