How to apply custom theme to CSM FSM configurable workspace instead of whole instance

Hello DEVs,

 

We have a requirement to apply custom theme to CSM FSM configurable workspace. Instance version: Vancouver.

Was under the assumption that in Vancouver, we can apply custom theme to out of the box provided experiences / workspaces. 
All I see when 'Apply theme' button is clicked is: "This will replace <theme name> in all web & mobile experiences."
